FYI probable cause,
Title 14 United States Code.
Sec. 1. - Establishment of Coast Guard

Look it up if you doubt me.
I am Mandee's Husband and I will try and answer a few of your questions in a PM.
I just wanted to correct probable cause's misinformed post. The Coast Guard can indeed become part of the Department of the Navy in wartime at the President of the United States discretion. Although the above quote from the United States Code says we are part of the Department of Transportation, as we all know we are now the largest agency in the newly formed DHS. Our missions have largely remained unchanged in most areas with the exception of homeland defense, which has increased substantially.
