HR3200 creates at least 5 new "Health Czars", one of which is a Czar for "health care professionals and workers". These are all non-doctor positions in the health care system (Docs have their own Czar).
For Health care professionals, HR3200 will create regional health care systems in which all salaries can be regulated within a region and played off against other regions.
For example, if they reduce the salaries of all nurses within a particular region, then it does you no good to move across town to get a job: they'll pay the same. But say, there's a relative shortage of nurses in Houston than Dallas - the pay might be better in Houston to attract nurses so, in order to make more, you have to move where the shortage is. As that shortage is filled, however, your salary will go back down in order to entice nurses to another shortage area.
The specific stated purpose of this is to maximize costs for services.
The bottom line is this: these people think reducing the salaries of the 750,000 docs in this nation is essential to get control of costs. Don't dare believe they aren't also looking at the salary of 3 million nurses. HR3200 specifically does, with an eye to gutting your salaries to the lowest level possible. It creates a Czar tasked with doing just that.
