The Los Angeles City Council allows anyone a timed comment. When it is on an agenda item the time is a few minutes (I forget). Speakers fill out cards before or during the meeting.
Other topics may be brought after the planned business. They are oNLY denied if their cand was not presented before an announced time.
Certainly Mr. McQueen, one of the organizers of the Quincy Tea Party effort, should have to spoken on the water and sewer rate increases.
It is likely that the Democrats didn't want him to becayse he was a tea Party organizer.
