How about some aloe vera? For myself this works, it seems pretty mild for a young ones tender skin.

I put vaseline on my cheeks during the winter before I go out. Helps stop that...........

    burns I know.

How about a good moisturizing lotion, like Eucerin, and then a protective cream over it. Vaseline or zinc oxide cream, if she doesn't mind looking like caspar! (Just for a little while, anyway)

ps - Carmex has never helped me when I had chapped lips, it always made them feel worse.

I'd use creams instead of lotions. They don't seem to burn as badly. I like the aloe vera idea also.

Limit her exposure to sun and wind while she recovers. Wet your hands with some sterile saline, apply a moderate amount of vasiline or oil-based ointment (A&D) and apply this to the affected areas. You can put this on her lips, but if you have one of those fruit flavored chapsticks, that might work better for a child.
This also works well under a runny nose to soothe or prevent chapping above the lip.

It feels really gross going on, but the best thing that I have found for chapped skin is Cornhuskers. An old remedy, but it works well.

My snowboarding boys and their friends swear by Ponds cold cream.

Don't forget the tylenol! It's just like a sunburn, anything to keep it moinst/greased and decrease air contact should decrease the pain. I don't think windburn lasts as long as a sunburn, if that helps.
